Finding affordable housing on a fixed income can be stressful. At Hawaii Affordable Properties, Inc. (HAPI), we believe that our Kupuna (elders) deserve to age in place with dignity, surrounded by friends and neighbors who care.

We manage dedicated senior communities across Oahu, Maui, Kauai, and the Big Island. Our goal is to provide more than just a roof over your head—we provide a safe, maintenance-free home where you can enjoy your golden years without financial worry.

How to Apply: A Simple Guide

We know the paperwork can be confusing. Here is exactly how the process works

Step 1: Check Your Age Eligibility

Most of our senior communities are restricted to “Head of Household” aged 62 years or older.

  • Note: Some properties allow spouses or co-heads who are younger, while specific properties (like Kekuilani Gardens) may have a 55+ age requirement. Please check the specific building’s property page.

Step 2: Check Your Income

Our rents are affordable because they are reserved for households with specific incomes.

  • The Rule: Your total household income (Social Security + Pension + Wages) must be under the limit for that island.
  • The Range: Typically, a single person must earn under $49,000 – $63,000/year (depending on the County and the 60% AMI limit).
  • Note: We proudly accept Section 8 Vouchers at all properties!

Step 3: Download & Complete the Application

Visit our Properties Page, find the building you like, and download the application.

  • Tip: Fill out every blank. If a question doesn’t apply to you, write “N/A” (Not Applicable). Incomplete applications are often returned, which delays your spot in line.

Step 4: Join the Waitlist

Because affordable housing is in high demand, you will likely be placed on a waitlist.

  • The “Coconut Wireless” Tip: We recommend applying to 3 or more properties at the same time to increase your chances.
  • Keep Us Updated: If you move or change your phone number while waiting, call us immediately. If we call you and the number is disconnected, we have to move to the next person on the list.

Step 5: The "Compliance Interview"

When your name reaches the top of the list, we will call you for an interview. This is to verify your income and assets.

  • What to bring: Please have your Social Security Card, Photo ID, Birth Certificate, and your most recent Award Letter (Social Security/SSI) ready. Having these documents organized will speed up your move-in significantly.

We understand that mobility changes as we age. Our senior properties are designed to support independence.

  • Elevator Access: No need to climb stairs with groceries.
  • Emergency Systems: Many units are equipped with emergency pull-cords or call systems in bedrooms and bathrooms.
  • Secure Entry: Controlled access gates or doors ensure only residents and guests can enter.

2. Active Community Life

Loneliness is a health risk. We fight it with fun.

  • Community Rooms: Large, air-conditioned spaces for bingo, movie nights, and birthday parties.
  • Talk Story Areas: Outdoor lanais and gardens where you can sit and chat with neighbors.
  • Resident Councils: A voice in the community to plan events and suggest improvements.

3. Support Services (Service Coordinators)

Many of our properties have a dedicated Service Coordinator. This person is not a property manager—they are an advocate for you. They can help with:

  • Applying for SNAP (Food Stamps) or Medicaid.
  • Arranging transportation to medical appointments (Handi-Van).
  • Connecting you with housekeeping or meal delivery services.

Frequently Asked Questions

Can my grandchild live with me?

 Generally, senior properties are strictly for residents aged 62+. However, exceptions are sometimes made for a necessary Live-In Aide or, in rare cases, a minor child if the specific funding source (HUD/USDA) allows it. Please ask the property manager for the “House Rules” of the specific building.

Do you accept pets?

Yes! We understand that pets are family. Most of our properties are pet-friendly (usually allowing 1 cat or dog under 20 lbs). Service animals and assistance animals are always welcome with proper documentation, regardless of size.

What does "Rent based on income" mean?

It means the rent is set to be affordable for people with lower incomes.

  • LIHTC Units: Have a fixed low rent (e.g., $900/month) regardless of your income.
  • Section 8 Units: You pay exactly 30% of your adjusted monthly income.
Is the building accessible for wheelchairs?

 Yes. All HAPI senior communities adhere to ADA and Fair Housing accessibility standards. We have specific “Mobility Accessible” units designed with wider doors and roll-in showers. Please request one of these units on your application if you need it.

I own a home but my income is low. Can I apply?

It depends on the program.

  • HUD/USDA: Generally, you cannot own a suitable home elsewhere.
  • LIHTC: You can own a home, but the income from that asset (if you rent it out) counts toward your income limit. We recommend calling our compliance team to discuss your specific situation.
