Finding affordable housing can be especially challenging when you also need an accessible home, a reasonable accommodation, or help covering rent. Hawaii has several housing assistance paths, but each program has its own eligibility rules, application process, and property requirements.

We have close to 30 years of experience administering rental assistance programs, including HUD Section 202 and Section 8, and we manage properties on Oahu, the Big Island, Maui, and Kauai. This guide explains the main options available to you and how to prepare for your housing search.

Which Housing Programs Can Help?

Housing assistance is not one program. Depending on your income, household, age, disability, and the property you choose, you may encounter vouchers, public housing, project-based assistance, or income-restricted affordable apartments.

Your disability does not automatically qualify you for every program. Eligibility can depend on income, household size, age, disability status, citizenship or eligible immigration status, and the requirements of the specific property.

Section 811 for Adults With Disabilities

Section 811 Project Rental Assistance supports affordable housing for very low-income people with disabilities and is designed to help residents live independently in integrated community settings. The program works through participating housing agencies and properties rather than providing a universal voucher for any apartment.

That distinction matters when you search. A property must participate in the applicable program for Section 811 assistance to be available there. Ask about the property’s program type, eligibility requirements, accessibility features, and application process before you apply.

You should also avoid assuming that every affordable apartment is a Section 811 property. HAPI manages communities with different funding and assistance structures, so we encourage you to review the individual property listing for the program information available there.

Housing Choice Vouchers and Reasonable Accommodations

The Housing Choice Voucher program, commonly called Section 8, helps eligible households pay for rental housing in the private market. The public housing agency determines eligibility and the amount of assistance. If you receive a voucher, you generally search for a qualifying rental that meets program requirements.

If you have a disability, you can ask about reasonable accommodations when an accommodation is necessary to give you an equal opportunity to use housing or participate in the program. Depending on your situation, this could involve an accessible unit, a change in how information is communicated, or an adjustment to a program procedure.

Do not assume a voucher waiting list is open. Housing agencies set their own application and waiting-list procedures, and status can change. Verify the current status before preparing an application.

Public Housing, Section 202, and Accessible Units

Public housing is another option for eligible low-income households. A public housing agency reviews applications according to its income, household, citizenship or immigration, and other program requirements.

Section 202 serves a different population. It is a federal program focused on supportive housing for very low-income older adults. If you are an older adult with a disability, a Section 202 community may be relevant, but each property has its own eligibility and application requirements.

Accessibility also deserves attention before you apply. For federally assisted multifamily housing covered by Section 504, HUD guidance generally requires a portion of newly constructed or altered units to meet accessibility requirements, including units designed for people with mobility impairments and units designed for people with hearing or vision impairments.

These requirements do not mean that an accessible apartment will be vacant when you apply. Tell the property manager what features you need, such as step-free access, accessible parking, bathroom features, or communication accommodations.

Hawaii Resources and HAPI Properties

Hawaii’s housing system combines federal programs, state resources, county programs, nonprofit services, and privately managed affordable housing.

The Hawaii Housing Finance and Development Corporation (HHFDC) maintains a statewide affordable housing inventory. You can filter the inventory by island, bedroom count, AMI level, and other criteria. HHFDC also cautions that its inventory is not a real-time vacancy list, so you should contact the property directly for current availability.

On the Big Island, for example, HAPI’s listings include Ainakea Senior Residences, identified as Section 8 LIHTC housing, and Hualalai Elderly I, II, and III, which are identified with Rural Development and LIHTC programs. These examples show why you should check the individual property’s program rather than assume every HAPI community has the same requirements.

How to Apply for Disability Housing

1. Identify your housing needs. Write down your preferred island, household size, bedroom requirement, income range, and accessibility needs.

2. Gather your documents. Depending on the program, you may need identification, household information, income records, benefit statements, and disability-related documentation.

3. Check current availability. Confirm whether the waiting list or application process is open before you submit information.

4. Apply to appropriate properties and programs. You can review HAPI’s residential listings and HHFDC’s statewide inventory to identify options.

5. Request accommodations early. If you need a disability-related accommodation for the application, communication, search, or housing process, explain what you need to the appropriate housing provider or agency.

6. Keep your application current. Update your phone number, email, mailing address, household information, and other requested details whenever they change.

Frequently Asked Questions

Can I qualify for affordable housing if I receive SSI or SSDI?

SSI or SSDI can be relevant to disability and income eligibility, but receiving benefits does not automatically qualify you for every housing program. The program or property will review its specific requirements.

Can I request an accessible apartment?

Yes. Tell the housing provider what accessibility features you need and ask whether an accessible unit or reasonable accommodation is available under the applicable program.

Do I need a Section 8 voucher to rent affordable housing?

No. Some affordable apartments are income-restricted without being voucher units. Other communities may operate with rental assistance or layered programs. Check the individual property’s program requirements.
