Blessing and Dedication Ceremony Held for Koa Vista II Family Affordable Rental Project

Located at 94-1230 Hulukupuna Street within Castle & Cooke’s master-planned Koa Ridge development (directly across from Waipio Costco), Koa Vista is a two-phase master community providing 192 senior and family rental apartment homes across two modern mid-rise buildings.

Koa Vista II is a seven-story, 97-unit family rental apartment community serving local households earning up to 80 percent of the Area Median Income (AMI) for Honolulu County.

Community Leaders Gather for Koa Ridge Blessing

Area lawmakers, government partners, and community leaders attended the dedication ceremony. Key spoken remarks were delivered by:

  • Scott Glenn, Senior Advisor for Federal Affairs, Climate, and Housing for Governor Josh Green
  • Kevin Auger, Director of the City & County of Honolulu Department of Housing and Land Management

Kahu Kordell Kekoa presided over the traditional Hawaiian blessing ceremony, and Jeffrey Emerson, Secretary of Homes Hawaiʻi Inc., served as event emcee.

“With the completion of Koa Vista phase two, today is an exciting day and an important step in reaching the state’s goal of housing sustainability for local families,” said Jeffrey Emerson of Homes Hawaiʻi Inc. “We could not have moved forward with this project without the support from our government partners at the State of Hawaiʻi and the City and County of Honolulu.”

Modern Amenities and Public-Private Partnership

Developed by the non-profit Homes Hawaiʻi Inc. in partnership with GSF LLC within the Koa Ridge planned community, Koa Vista II provides local working families with modern living spaces and shared amenities.

Construction for the $39 million second phase began in the summer of 2023 and reached physical completion in June 2026. General contracting was executed by Mitsunaga Construction, Inc.

Project financing was made possible through the state’s Tier 2 Rental Housing Revolving Fund, administered by the Hawaiʻi Housing Finance and Development Corporation (HHFDC).

“With the second building of Koa Vista completed, we are proud to help provide a safe and stable living space for our future tenants,” noted Andrew Furuta, project coordinator for GSF LLC. “Thank you to all the stakeholders involved in making this important project a reality, including Castle & Cooke Hawaiʻi for allowing us to purchase this site in their Koa Ridge master planned community.”

Applications are actively being accepted for Koa Vista II, with monthly contract rents starting at $1,600 per month.
