Mission-Driven Management: Your Partner in Community Stewardship
For non-profit housing boards, a property is more than a balance sheet—it is a promise kept to the community. At Hawaii Affordable Properties, Inc. (HAPI) , we understand that your “Double Bottom Line” matters: financial sustainability and social impact.
We don’t just maintain buildings; we nurture communities. We act as the operational arm of your Board, ensuring that your mission to provide safe, dignified housing is executed daily on the ground while protecting your 501(c)(3) compliance status.

Core Services: Governance & Social Impact
We handle the complexity so your Board can focus on the vision.
1. Board Governance Support
We translate complex property data into clear, actionable intelligence for your Board of Directors.
The "Board Packet"
We provide a customized monthly report that highlights key metrics (Occupancy, Cash Flow, Compliance Risk) without burying you in spreadsheets.
Annual Budget Workshops
We facilitate budget planning sessions with your Treasurer and Finance Committee to align spending with your strategic goals.
Regulatory Shield
We protect your organization by ensuring strict adherence to the Safe Harbor rules of your tax credit or bond financing.
2. Resident Services Coordination
We believe housing is the platform for a better life. We coordinate the services that keep families stable.
Service Partnerships
We partner with local non-profits (e.g., Catholic Charities, Meals on Wheels) to bring services on-site, from health screenings for kupuna to after-school tutoring for keiki.
Community Building
We organize “Town Hall” meetings and social events that turn isolated neighbors into a cohesive community, reducing crime and turnover.
Eviction Prevention
Our staff is trained to intervene early with struggling residents, connecting them to rental assistance programs to prevent homelessness before it happens.
Financial Transparency for Fiduciaries
Your Board has a fiduciary duty to the organization and its donors. Our institutional-grade reporting helps you fulfill it without the administrative headache.
- Grant & Single Audit (A-133) Readiness: We maintain your general ledger to strict GAAP (Generally Accepted Accounting Principles) standards. We prepare the “Schedule of Expenditures of Federal Awards” (SEFA) and coordinate directly with your CPA during the annual audit, aiming for a “clean opinion” every year so your grant eligibility remains secure.
- Restricted Fund & Covenant Tracking: Non-profits often juggle multiple funding sources with competing rules. We meticulously track “Restricted” vs. “Unrestricted” cash, ensuring that specialized funds—such as HUD Service Coordinator grants or RHRF loan buckets—are never commingled and are spent strictly according to their regulatory covenants.
- Strategic Variance Analysis: We don’t just send you a spreadsheet of numbers; we tell you the story behind them. Our monthly financial narratives explain why a variance occurred (e.g., “Water expense up 15% due to main line leak, now repaired”), allowing the Board to distinguish between operational anomalies and structural budget issues.
- 24/7 Board Portal: Governance shouldn’t wait for a quarterly meeting. Board members receive secure login access to real-time financial data, bank balances, and occupancy reports. This total transparency protects the Board from liability and builds trust with stakeholders.
Physical Asset Preservation
Non-profits rarely flip properties; they hold them forever. We manage with a 20-year horizon to protect the legacy of your organization.
- Capital Needs Assessment (CNA) Management: We don’t just file the CNA; we use it as a living roadmap. We assist in selecting third-party engineers to update your CNA every 5-10 years, ensuring you have an accurate forecast of when major systems (roofs, elevators, plumbing) will reach the end of their useful life.
- Reserve for Replacement Strategy: A healthy reserve account is a Board’s safety net. We analyze your funding levels annually against the CNA to prevent the nightmare scenario of a “Special Assessment.” We also handle the complex paperwork required by HHFDC or USDA to approve reserve withdrawals for capital projects.
- Legacy Maintenance & Corrosion Control: In Hawaii’s salt-air environment, buildings decay faster. We prioritize preventative maintenance over “band-aid” fixes, implementing aggressive corrosion control programs for railings, walkways, and spalling concrete to extend the building’s physical life for future generations.
- Energy Efficiency & Green Retrofits: We help Boards lower operating costs and carbon footprints by identifying opportunities for energy efficiency upgrades (LED lighting, solar PV, water-saving fixtures), often securing rebates from Hawaii Energy to offset the capital cost.
Troubled Asset Turnaround
Is a property threatening your organization’s reputation?
Non-profits sometimes inherit or acquire properties that are in physical or financial distress. HAPI acts as the “Stabilization Partner.”
- Mission Rescue: We step in to turn around failing properties that are suffering from crime, vacancy, or compliance violations, protecting your organization’s reputation in the community.
- Regulatory Triage: If a property has received a Notice of Default from HHFDC or HUD, we deploy our compliance team to cure the findings and negotiate with the agency on your behalf.
- Refinancing Support: We stabilize operations to prepare the asset for refinancing or resyndication (new tax credits), securing the funds needed for renovation.
Success Stories: Trusted by Non-Profit Leaders
Our greatest review is the trust of our repeat non-profit partners.
The Mohouli Success Story When the Hawaii Island Community Development Corporation (HICDC)—a dedicated non-profit developer—needed a partner for Mohouli Senior Heights, they chose HAPI.
Because of our successful lease-up and mission-aligned management on Phase I, the Board awarded us the contracts for Phase II and Phase III. Today, we manage the entire master-planned community, supporting HICDC’s vision of aging in place for Hilo’s seniors.

Frequently Asked Questions
Our Board meets quarterly. How do we stay informed in between?
We provide a Monthly Executive Summary emailed directly to the Board President and Executive Director. This “Flash Report” covers critical incidents, financial standing, and occupancy, so there are never any surprises at the quarterly meeting.
Can you help us with a "Capital Needs Assessment"?
Yes. We coordinate with third-party engineers to update your Capital Needs Assessment (CNA). We then build those costs into your annual operating budget so the Board can plan for big-ticket items like roof replacements years in advance.
Do you manage properties with "Special Needs" populations?
Yes. We have extensive experience managing properties for seniors, veterans, and persons with disabilities. Our staff receives sensitivity training to handle reasonable accommodation requests and behavioral issues with compassion and legal compliance.
How do you handle rent increases for low-income tenants?
We balance financial reality with compassion. We analyze the budget to determine the minimum increase needed to cover rising insurance/utility costs. We then present this to the Board for approval, often providing tenants with 60-90 days notice (more than the legal minimum) to help them adjust.
Is HAPI a non-profit?
No, HAPI is a for-profit management corporation. However, the majority of our clients are non-profits. We bring “for-profit efficiency” to “non-profit missions,” ensuring your organization remains financially strong enough to sustain its good work.
